Dear Parents and Community Members -
As you may be aware, the Texas Legislature passed HB 1481 this summer. This law requires that the school board of every district in the state “adopt, implement, and ensure the district or school complies with the written policy prohibiting a student from using a personal communication device while on school property during the school day.” Further, this law requires that the board’s policy “establish disciplinary measures to be imposed for violation of the prohibition and may provide for confiscation of the personal communication device.”
Personal communication devices are defined by this law as “a telephone, cell phone such as a smartphone or flip phone, tablet, smartwatch, radio device, paging device, or any other electronic device capable of telecommunication or digital communication. The term does not include an electronic device provided to a student by a school district.”
Under this law, districts may completely prohibit students from bringing personal communication devices on school property or they may designate a method for the storage of the student’s personal communication device while the student is on school property during the school day.

While it is best for students to leave their personal communication devices at home given the new law, should your student elect to bring them on school property, our school board approved a policy last night to:

Require student personal electronic devices be stored in backpacks for the entirety of the school day. “School day” under this statute means first bell to last bell and includes lunch, passing period, pep-rallies, and other times that fall during the regular school day.

Please know that you may still reach your child during the school day. Parents who need to contact their child during the school day should call the campus front office for urgent needs or email the student on their school email for non-urgent communications.

While this will be an adjustment state-wide, many studies show that educational outcomes have improved in districts that have adopted similar policies in past years. We hope to see that happen here and look forward to a great year ahead!

New Personal Device Policy
Dear Parents and Community Members,
As you may be aware, the Texas Legislature passed HB 1481 this summer. This law requires that the school board of every district in the state “adopt, implement, and ensure the district or school complies with the written policy prohibiting a student from using a personal communication device while on school property during the school day.” Further, this law requires that the board’s policy “establish disciplinary measures to be imposed for violation of the prohibition and may provide for confiscation of the personal communication device.” One of the consequences available to districts is disposal after notification to parents.
While it is best for students to leave their personal communication devices at home given the new law, should your student elect to bring them on school property, our district has elected to:
Require student personal electronic devices be stored in backpacks for the entirety of the school day. “School day” under this statute means first bell to last bell and includes lunch, passing period, pep-rallies, and other times that fall during the regular school day.
HISD Personal Devices List of Consequences:

1st Offense
Phone taken up until the end of the school day
Parent informed

2nd Offense
Phone taken up until the parent picks it up
Consequence: 1 Day D-Hall

3rd Offense
Phone taken up until the parent picks it up
Consequence: 3 Days D-Hall

4th Offense
Phone taken up until the parent picks it up
Consequence: 1 Day ISS (In-School Suspension)

5th Offense
Phone taken up and locked
Parent meeting required
Consequence: 3 Days ISS

⚠️ Reminder: Continued violations beyond the 5th offense may result in additional administrative actions.

If a student is seen using or accessing a personal communication device during the school day, the law allows district staff to confiscate the device. In addition, students accessing their personal communication devices during the school day will face disciplinary consequences with each offense progressing in severity. Devices will only be returned to a parent/guardian at the end of the school day or as otherwise determined appropriate by administration. Lastly, districts can no longer charge parents or students a monetary fee as a consequence.
Some exceptions apply, namely if the student’s IEP or 504 plan requires use of a personal communication device or there is a medical need. Any exceptions to this law must be documented in accordance with all other laws governing IEPs, 504 plans, and medical accommodations. If your student has a documented need for such a device, please schedule a call with us to discuss prior to the beginning of the year.

🚧 Construction Update for Tomorrow 🚧

Just a quick update about the construction process happening tomorrow! Starting at 2 AM, the construction team will be pouring concrete around the fieldhouse, gym, and existing high school. This means there will be around 70 trucks passing through the parking areas throughout the day.

🔴 Please avoid using the areas around the fieldhouse, gym, or back parking lots by the gym tomorrow. If you need to be in the area, please park in the front of the high school or at the admin lot.

Thank you for your patience and understanding as we get these areas ready for staff return on Monday! 🙏
